Stock ID #174183 Otsuka Zentaro lived in the United States for several years in the late Meiji period and worked for Japanese language newspapers in California as a journalist. During his stay in California, he became interested in and critical of socialism. Following intense debates with Japanese socialists in the US, Otsuka returned developed links to the Japanese diplomat Saito Shuichiro, and after his return to Japan published this book and well as writing a study of Japan-US relations, published in 1910. In "Non-Socialism", he discusses socialism, anarcho syndicatism and state socialism and sets out his criticisms of these ideologies, while acknowledging that socialism does make some valid criticisms of the excesses of capitalism. His own view of politics argues for a combination of social reform with imperial patriotism. The author distributed printed copies of this book to Japanese socialists and police stations for free.
