These two well known volumes on the British Parliamentary system were written by Fukuzawa Yukichi, who is regarded as the father of the introduction of Western culture and knowledge to Japan. Fukuzawa was a talented linguist and scholar who was sent to the US and Europe before Meiji restoration as a member of government delegations. He later founded Keio University.

This work on the British Parliamentary system was published in 1869, just at the time when Japan was exploring new political and government systems. The text explains how the system was set up and how it operates. These two woodblock printed volumes were published in just 37 days. Following a request for advice on the British system of government, Fukuzawa quickly went to work researching the system and produced these volumes in record time. The volumes include detailed illustrations of the Parliament, the Lower House Chamber, a tunnel under the Thames and a layout diagram of the Parliament.
