Half title, vi, 128 pages, 19.3 x 12 cm, original green half calf over marbled boards, gilt decorated spine, maroon title label between raised bands, with the armorial bookplate of Chichester Samuel Fortescue Parkinson, 1st Earl Carlingford, and an early inscription likely in his hand on the half-title "By Lord John Russell", the calf rubbed and foxing affecting the blank fly leaves only, in very good condition.

First edition, scarce, and a significant association copy.

In November 1865, Lord Russell, British Prime Minister, formed his administration following Lord Palmerston's death, and he appointed Parkinson-Fortescue (first Baron Carlingford) Chief Secretary for Ireland. He held this post until July 1866, and again from December 1868 until January 1871 in Gladstone's first government. Russell notably published "A letter to the Right Hon. Chichester Fortescue, M.P. on the State of Ireland..." in 1868.

A contemporary critique in the 'Quarterly Review' noted of this work 'This outline which is clearly and elegantly written, and which is commonly ascribed to the pen of Lord John Russell, may be recommended to the attention of readers who want leisure or opportunity for referring to the bulky works from which the author has drawn his statements. The subject is one, we need not say, of special interest at the present moment.'
