Stamped copy of a letter dated 6th February 1960, to Jiutai County People's Committee in Jilin Province, requesting information about flooding and other matters regardfing water conservancy. Text mostly in simplified Chinese characters, 27 x 19.5cm, stamped.

In this letter, written during the Great Leap Forward, the Ministry requested that Comrade Wang Yanxin be able to gather information as per the list of questions, which all related to research being carried out on the Songhua river basin. Specifically, the Ministry wanted to know about costs and losses in regard to flooding and waterlogging, as well as land use, potential for long term development , and (unstated) the economic benefits of flood control infrastructure. Question number 5 highlights issues at the time with the uneven flow of goods, such as grain, food, light industrial products, etc., between country and urban areas, which the Ministry wants to know more about. All of the questions relate to the cost benefit ratio of water conservancy projects in the area.
